In pointing out, as above, I think we may approve the Govern proposal, since (as appears from red-marked passage in J. Janfields minute 9916/90) we are not precluded from somehow sanctioning compassionate allowances outside the strict letter of the pension minute. If he had served 15 years he might under the minute have had a pension; as it is unreasonable he served 13 years (which gives him the 2nd, not 3rd)
